Bake regular sized cupcakes in white baking cups. Frost cupcakes with white whipped frosting (found at the grocery store, Cool Whip could also be used) using a large round pastry tip. Start on the outside edge and circle to the center continuing in a circular motion to make the ghost. Add two 1/2 inch candy eyes and you have a little ghost.
